CABOLO® and Partner OGWEPA Revolutionise Nigeria’s Federal Executive Council with Secure Offline AI SpeechTech System

March 11, 2025

The Cabinet Affairs Office (CAO) at Nigeria’s Presidential Villa has achieved a landmark transformation in governmental operations through the deployment of CABOLO®’s secure offline AI solution. This pioneering initiative modernises the documentation process of Federal Executive Council (FEC) proceedings, addressing long-standing inefficiencies while upholding stringent national security protocols.

The Challenge: Outdated Manual Processes in a Digital Age

For more than six decades, FEC meetings relied on 15-17 secretariat staff manually transcribing minutes during sessions. Editors frequently worked late into the night to finalise documents, with delays leading to disputes over accuracy.

Dr Emanso Okop Umobong, Permanent Secretary of the CAO, highlighted the challenges:

“Officers were forced to sleep in the office after Council meetings just to prepare minutes by hand—an unacceptable situation in today’s digital era. When I assumed office, I was astounded to find that the ‘engine room of government’ had no digital documentation systems in place.”

Security concerns had previously hindered modernisation efforts, as physical documentation was deemed safer than internet-dependent systems.

CABOLO®’s Secure Offline Solution

CABOLO® is a system that operates entirely offline to comply with the security requirements of the Presidential Villa. Key features include:

  • Real-Time Offline Transcription & Speaker Identification

    • AI-Powered Speech Recognition: Captures verbatim discussions while automatically tagging speakers (e.g., “Minister of Finance”), eliminating manual attribution errors.
    • Instant Post-Meeting Access: Transcripts are accessible within minutes of session adjournment, compared to previous 24-48 hour delays.
  • Military-Grade Archival System

    • Encrypted Storage: All records are stored in a secure offline repository, replacing vulnerable paper archives.
    • Controlled Access: Cabinet members can retrieve documents via secured terminals without internet connectivity, safeguarding against cyber threats.
  • Syncrodoc Editing Suite

    • MS Word Integration: Editors can access synchronised audio recordings with draft transcripts created in real-time, using timestamps to verify contentious passages.
    • Collaborative Workflows: Multiple users can annotate documents simultaneously, reducing revision cycles from days to hours.
